Qatar is a country that heavily relies on exporting its natural resources. As a result, the government of Qatar has established comprehensive guidelines and regulations to support and govern its exporting practices. These guidelines cover a wide range of aspects related to exporting, including documentation requirements, shipping procedures, and quality control standards. The guidelines are designed to ensure that Qatar's exports meet international standards and are delivered in a timely and efficient manner.

In order to export, all companies must acquire a commercial registration by enrolling with the Ministry of Commerce and Industry (MCI) for trading purposes. Those who want to import and export commercial products are required to be listed in the Register of the MCI, and also become member of the Qatar Chamber of Commerce and Industry (QCC).

The General Authority of Customs is the official customs department of Qatar that looks after the importation and exportation of goods in and out of the State in compliance with the governing legislation in this regard. This authority is overseen by the Ministry of Finance. In many cases, the document requirement depends on the country of origin or destination. The documents may have to be prepared in a particular way to comply with the requirements of the import or export country.

Firms can follow these simple steps after they have registered in the required institutions:

1. Issue a Commercial Invoice with the name, quantity , and value of the products, and to be attested by Qatar Chamber

2. The shipping agents prepare the Manifest

3. Obtaining the Certificate of Origin from Qatar Chamber

4. Submitting the Documents to the Customs Broker

5. Obtaining Additional Export Approvals There are certain products that are restricted from being exported and need special approvals or permits from local or foreign customs to be allowed for export.

6. The customs officer shall issue a customs declaration after checking the documents & goods & entering them into the system.

7. Loading the Cargo The exporter should deal with the freight company as per the agreement with the buyer whether Ocean Freight, Air Freight, or Land Transportation

8. Customs declaration is delivered by a customs broker to the carrier, which in turn has to prepare to ship

9. Availing Shipping Insurance Although insurance is an optional step (unless it is part of the agreement), it is recommended that exporters insure the shipment in case of any accidents, damage, or loss

10. Send the shipment data to the buyer such as invoice, certificate of origin, Bill of lading, and customs declaration.

In addition, Qatar has established strong partnerships with other countries and international organizations to promote its exports and expand its market reach. Overall, Qatar's exporting guidelines reflect the country's commitment to maintaining a strong and sustainable economy through responsible exporting practices.
